  That is a self-hosted WordPress.org site, which means the WordAds process is a bit different.

  To clear up any confusion, WordPress.com and WordPress.org are two different entities: http://support.wordpress.com/com-vs-org/

  To be approved for WordAds on a self-hosted WordPress.org site, all you need is the Jetpack plugin and a paid Jetpack Premium or Professional plan, then the ad options will be immediately available: https://jetpack.com/support/ads/
