Apply for paid membership – Is this possible?

Hello!
I’m working on a website right now and I’d like to do something like this if possible:
No public registration form. Just an application page.
User submits application through a form ->
Application sent to our email address ->
Application approved, email sent back to user with link containing a registration form and several different paid membership types the user can choose from ->
Registration completed.
Is this possible? And can it be done with Paid Memberships Pro? How would you go about doing this?
