  i cant apply a banner

  We can’t help you without seeing the code you’re trying to apply. Images are easy to upload at WP.com. Advertising isn’t, because it’s against the terms of service and will get your blog deleted.

  Do you mean a custom header? If so, is it in the correct forum and the correct size?

  When many blogger say “banner” they usually mean advertising. As raincoaster has said above advertising is not allowed. See > http://en.support.wordpress.com/advertising/ If the code you are posting is being stripped out that will be a result of posting prohibited code which the software is stripping out to preserve security. Post the code between backticks here and we will tell you why it’s being stripped out. The backtick looks like this ` and is found on the same key on your keyboard as the ~.

  If you only wanted to have a custom image header then the image code would not be stripped out. Many themes allow for custom image headers and you will find which ones they are here, as well as, the exact size required prior to uplaoding the header image into your blog. http://en.support.wordpress.com/themes/custom-header-image/ The them you have on your blog now is this one Black-Letterhead and the custom image header size is 760 pixels (width) and 200 pixels (height).

  When preparing a header image for uploading please be sure you presize it to the correct size and that the image has on of the following extensions .jpg,.jpeg, .png or .gif

  This sup[port entry lists the prohibited codes which the software will strip out to preserve security http://en.support.wordpress.com/code/ If your code is being stripped out it’s because it’s one of those which are not allowed.
