Hi,
Have you changed the settings recently? If the date and time formats aren’t as desired, then you may choose the formats you prefer at Writing Settings as described in the Change Date and Time Format section of the Dated and Time Settings support page. After you make your selections, be sure to click one of the Save settings buttons on the page.
I just ran some tests and any of the three Save settings buttons in the page successfully saved my date and time changes, resulting in immediate changes in the corresponding settings in post editors.

Not sure what you mean by “front face format,” but I’m pretty sure I haven’t yet said anything about it. You said,

The change I described affects the date and time format across the site, including in the post editors (both WP-Admin and Block). It also affects the date format on the visible blog page, archive pages, and single posts.
Now, if you prefer instructions for making the change in WP-Admin, I’ll provide it momentarily, but whether you change date and time settings in the WP-Admin interface or in the My Sites interface, the results are the same. In either case the date and time format changes across the site.
In WP-Admin, date and time format settings are available in the WP-Admin General Settings page. The problem with reaching that page is that it has recently been turned by WordPress.com into one of their hidden pages, presumably becuase they don’t want people to be using it anymore. They’ve replaced what used to be the link to it in the WP-Admin admin bar with a link to the corresponding General Settings page in the My Sites interface. The latter doesn’t have date and time format settings.
However, you can still reach the WP-Admin General Settings page, the one WordPress.com has recently hidden, by adding the extension “/wp-admin/options-general.php” to your site URL. So the URL in your case would be the following: http://milkandhate.wordpress.com/wp-admin/options-general.php. That General Settings page still has date and time format settings.

I believe I’ve answered that question, twice, giving you two different ways of changing the date and time settings: 1.) in the My Sites interface at Writing Settings > Date and time format, and 2.) at the hidden WP-Admin General Settings page, where there are separate Date Format and Time Format sections.
If I’ve misinterpreted your question, perhaps you can provide an example of the date and time settings that you’re referring to.

I see what you’re saying now. The date and time format in the WP-Admin Editor (but not the Block Editor) stays the same regardless of the chosen format settings. Sorry, hadn’t noticed that before. I suspect that this might be a known issue, but thanks for pointing it out. I’ll call for staff attention and they will respond here.

One thing to be aware of is that the settings that @musicdoc1 refers to do change the formatting in our WordPress.com admin screens, such as the one you see here: https://wordpress.com/posts/milkandhate.wordpress.com
In contrast, the classic admin pages (aka: wp-admin) are not controlled by this setting as that interface is no longer in active development. We do provide it as an option for folks that prefer the classic experience, but wp-admin has always used this time formatting, regardless of how you have formatting set to appear on your published blog posts.
We are happy to take a look at any bugs that prevent the classic interface from functioning correctly, but for something like this we are not able to help.

new version is unusable it has zero of features and terrible gui. it’s even worse than insufferable new redactor that ruins all styling and impossible to type in
old one is the only possible choice

To clarify, I was referring in my last post to the date and time formats in the WP-Admin post editors, in the Publish module, and hadn’t even thought of looking at the WP-Admin posts page that your screenshot above shows. The problem is now worse than I thought. There at least three different date and time formats in WP-Admin on my test site:
1. chosen formats — 17 July, 2021 … 6:29 AM
2. formats at WP-Admin posts page — 2019/07/17 at 6:29 am
3. formats in post editors, in the Publish module — Jul 17, 2019 at 06:29The chosen formats are not affecting either location 2. or 3., but also 2. and 3. have different date and time formats than each other.

I also noticed today that on my primary site, which has an old retired theme, the date settings make no difference. Dates display only one way on posts.
