Here is the catch 22: by doing “display: none; on the sidebar, it also hides all widgets so there is no way to move or display an archive widget up to the top of the blog above the posts. Secondly, there is no way to make the archives widget into a scroll box or dropdown.
My suggestion is to create a page called “Archives” and then in the body of that page put text links to the various month/year archives. The month/year archives links would look something like this http://katescorner.wordpress.com/2009/04/ with 2009 of course being the year and 04 being the month.

Forgot to add that at the beginning of each new month, you would have to manually update the page and add the archives link for that year/month.

Secondly, there is no way to make the archives widget into a scroll box…
If the person has the CSS upgrade, it is possible.
Now, moving the archives widget underneath the header, that could be tricky (depending, of course, where the user wants it).
However, if the user displays his archive in a dropdown list, then placing them “in” the menu bar shouldn’t be a problem either…
Just my 2 cents.
