Are custom plug-ins available on a WordPress.com site?

I currently have my blog hosted on WordPress.com, which has enough storage for my needs at the moment and is great because I’m not super tech saavy.
I would love, however, to be able to download some of the plug-ins I’ve seen on the WordPress store (market? bazaar?) to make my blog more interactive.
Is this possible on a WordPress.com site, or would I need to begin hosting it myself? Additionally, if it is possible on a .com site, what subscription level would I need to be at in order to take advantage of this?

All available plugins on WordPress.com are already built in and you don’t have the option to install third-party plugins here.
For more information on plugins offered here:On WordPress.org, which is self hosted, you do have that capability. If there are plugins that you can’t live without, then you would need to consider self hosting. This page explains the differences between WordPress.com and WordPress.org in more detail.
