Are Followers who accepted supposed to be listed as Users?

I have two Followers who have accepted my invitation. They show as accepted in the “Past Invitations” section of the Invite New Users page. But they do not show up as Users on the Users page. Is this as it should be or do I need to do something else to make them Users?

No, they will be listed on your site stats. Your site stats page displays how many followers you have, who your followers are, as well as how many people are subscribed to post comments on your site:
