  Yes, if you have a Business Plan you are able to install plugins. If the plugin is free for self-hosted installations it will also be free for those on the Business Plan.

  There exists both free and premium plugins – many plugins are developed by individuals or companies for profit, and you need to pay if you want to use such a plugin. Paying us for a Business Plan does not include payment for any premium plugins created by other companies.
