Are Premium themes available for 'personal plan' users?

Hi there everyone :)
I am just popping by the forum to ask for a little help.I’m about to start my blog. I’m hoping to buy the Personal plan which I think is good value and might cover what I need.
But I’ve also seen some themes which you can buy and use (‘Radiate’ caught my eye).
Can you tell me if these ‘premium’ themes can be used with the personal plan, or do I need the Premium/Business plan?
I wasn’t sure and thought it best to check.Many thanks

Thanks for taking time to respond. I followed the link, lots of useful info but the article left me no wiser – it states “Thanks to the Premium plan, you’ll be able to install any of these themes for free, even the paid ones”.So the Radiate theme costs me £50 if I have a Personal Plan, & it’s free if I have a Premium Plan?
Unless I’m reading it wrong :) I think I should be looking at other themes just incase.

Hello there, just to clarify, Premium themes are available as a one-time purchase to anyone on WordPressdotcom. This purchase never expires. https://en.support.wordpress.com/premium-themes/
All Premium themes are included with the Premium and Business plans. If you let your plan upgrade lapse, your site will revert to a free theme.
So if you have a Personal plan and want to purchase a Premium theme, depending on the cost of the theme, it may be less costly to upgrade to the Premium plan upgrade.

Hi justjennifer, Thank you so much for putting me straight on this. You’ve actually gave me something else to think about now – the benefits of the Premium over Personal. I will go away and ponder for a while, Thank you :)
