  Hi Emily,

  All WordPress.com sites, including those with premium upgrades have access to well over 100 free themes. You can browse them here:

  http://theme.wordpress.com/themes/sort/free/

  There are no “premium” themes included in the premium upgrade, but you do get the custom design upgrade which allows you to absolutely make any of the free themes your own.
