Yes, there are several of which I’m aware, but I don’t have the URLs handy.
Vinod, don’t make nonsense posts. If you don’t have the answer, don’t say anything.

@raincoaster i don’t know why you think this is nonsense post.
If we don’t know what jkuzee’s objective behind knowing it, we can’t help him. I just wanted to know what he wants to achieve so that we can help him.

@jkuzee
To be clear WordPress.com is a turnkey operation and using the “build their site” phrase is normally indicative of WordPress.ORG installs. WordPress.com and WordPress.org are completely separate and have different logins, features and run different versions of some themes with the same names http://support.wordpress.com/com-vs-org/The only themes we can use on free hosted WordPress.com blogs like your blog are the themes found here http://wordpress.com/themes/
There is no FTP access to free hosted WordPress.com blogs for security reasons and we cannot:
upload any third party themes,
create child themes,
create our own themes,
edit templates,
create own own layouts,
or use stylesheets from other themes.http://en.support.wordpress.com/ftp-access/
http://en.support.wordpress.com/themes/adding-new-themes/There is no upgrade you can purchase that changes that. WordPress.org offers free software that you can install on a web server and use to “build a site”. You can create themes, upload and install themes and plugins, run ads, and edit the database, etc. If you want FTP access and to install plugins or third party themes into a site then you will have to hire a web host http://wordpress.org/hosting/ and set up your own WordPress.org install.
re: locating WordPress.COM hosted legal blogs
Use Google search and you will locate some of the WordPress.COM hosted sites you may be interested in:
law site:wordpress.com
legal service site:wordpress.com
