  are there cheaper plans? i thought wordpress was free?
  how can i download my theme that i purchased from envato?

  If you want free you choose from themes at https://wordpress.com/themes. If you want to use a theme really designed for the wordpress.org software here on a WordPress.com site then a Business plan is required.
