Are there functions that only some administrators can see?

I am following the instructions for transferring my domain to another host …
However, even though I am an administrator, I do not see several of the Domain Management tabs, specifically: Domain Contacts, Name Servers, and Transfer Domain.
Are there multiple levels of administrators? If so, how do I find out who is a “super” administrator. What determines who is a super admin? And if that’s true, why is there no distinction on the tutorials as to who can do what? It’s pretty confusing.
Thanks so much. I have a dozen active WP sites (and manage many with self-hosted software), and this is the first time I’ve come across this.

It appears as if the issue is that your domain, globalhealthmedia.org, is not registered here at WordPress.com.
When I do a public search for your registrar, I find the following:
http://who.is/whois/globalhealthmedia.orgYou do have domain mapping setup with WordPress.com, however. If you’d like to disconnect the mapping between the domain and your WordPress.com site, you can cancel the mapping here:
https://seeonedoone.wordpress.com/wp-admin/paid-upgrades.php?page=my-upgrades
You can simply click Cancel in the area that says:
Domain: globalhealthmedia.org
