Are WordPress.com paid plans closely similar to 3rd-party hosted WordPress sites?

I am quite new to this and although I’ve read things I still want to clarify it here if WordPress.com paid plans are like 3rd-party hosted WordPress sites wherein WordPress is now the host? Thus, if I purchase a WordPress.com plan, then that means WordPress is the host AND the website builder?
Does that also mean that when I do avail a paid plan, then the website will now be mine and not WordPress’ and not under WordPress’ discretion and such just like when I get it hosted by 3rd parties?I would greatly appreciate your reply. Thank you very much!

Yes. WordPress.com is a host for sites just like GoDaddy or BlueHost are. But here you get support security and backups etc done for you: things you’d most likely have to do yourself elsewhere.

I see. Thank you so much for clearing this up for me. Just that I’ve read things online that WordPress.com sites are usually owned by WordPress and not by the author, but I guess that’s just for those in free plans with example.wordpress.com domains.

A WordPress.com subdomain address can’t be moved elsewhere as it will only work on a WordPress.com server if that’s what you mean. But any content created by you on a free site or one with a custom domain here is always yours and you can export it elsewhere at any time.
