Are WordPress.com blogs blocked in China?

  Every time I go to Automattic’s Server Status page, WordPress.com servers seem to be having connection issues in China.

  Is WordPress.com (and all associated blogs with WordPress.com) blocked in China?

  The blog I need help with is: (visible only to logged in users)
