Are you able to remove a domain that hasn't been used in over six years?

I would like to create a blog called zoologic but one already exists. However, the blog that exists hasn’t ever been used and was created in 2007. Is there a way that I can receive the name since the current site hasn’t been used in over six years? if you are not able to delete it outright, can you provide contact information for the people who started it so I may contact them and ask them to remove it myself to free up the site name?

There is no expiration date on blogs unused or otherwise. If you can make contact on your own with the owner of an unused blog then there is a means of a consenting blog owner to transfer the blog to another username account. http://en.support.wordpress.com/moving-a-blog/#transferring-your-blog-to-another-user-or-account
In the case that the comments are not open or they are but you get no response or if there is no contact information Staff will not breach the privacy policy and provide you with an email address.

Or you can register a domain via a domain mapping upgrade and it will not matter what the underlying .wordpress.com address is.
