Articles titles are always on capital form when posted

When writing an article and posting it later, the lowercase letters are for some reason coverted to capital letters, although this problem does not seen to affect the “recent post” widget, which shows them with the corresponding capital and lowercase letters I wrote on them.

The Twenty Fourteen theme is designed to force all post titles to use capital letters.
You’ll notice the same effect on the theme’s demo:https://twentyfourteendemo.wordpress.com/
Changing this behavior would require Custom CSS which becomes available when upgrading the site to WordPress.com Business or Premium.
If you decide to upgrade and you’d like help with the code, just make a post over in our CSS Customization forum, and we’ll assist you there.

This is not the correct thread, however I need some assistance. I’ve left questions in the forum(no reply), I’ve emailed (no reply) I chatted, the information did not remedy the situation, which is, I use the penscratch theme and my tag are no longer working. I’ve expended everything I know how to do, no one will get back with me and I would like some direction. I have noticed that there have been some changes to the theme recently, I wonder if this has made a difference with the tags. Any information from anyone will be most valuable as it’s been some time with no guidance or direction. Thank you in advance for your help.
