We cannot add themes found on the internet here at wordpress.COM because they will not work with the modified multi-user version of wordpress being used here. Themes here have to go through review for security issues and be modified to work here, then comes the testing in all browsers and versions and only after probably several loops does the theme show up for us to use.

What we have is the paid CSS upgrade which allows us to edit and modify the look of the themes here, but it does not allow changing the underlying functionality of a theme. Also, CSS is theme specific which means you cannot use the CSS from one theme with another theme since each author is unique and thus each CSS is unique.

1. Would I be able to get a similar looking theme as Aspire (or one called “Duffy”–actually preferred) through a CSS upgrade (for antique/historical look to blog) with a change in author? If so, how do I see options & how much?
2. Am interested in only those two themes, or something very similar, as there will be several posts by contributing historical novelists who have “decided” more or less on this look.

A lot can be done with the CSS upgrade, and by using Sandbox 10 as a base (since it is virtually wide open) I’m sure you could create something very similar. All it takes is a good level of CSS experience, and of course the ability to create all the graphics for the backgrounds (unless you could fine some in the public domain (no copyright). Chances are though that anything you find in the public domain would have to be modified or edited in an image editing program so that it would suit your needs.
Have you looked at the theme called Quentin? It has a rustic look along the lines of your examples.

Last question before taking all this information into consdieration; how much is blue host/mo. for a weblog?

You would need to check over there about costs and it depends on your storage and bandwidth requirements. WordPress.ORG has some suggestions for hosting at http://wordpress.ORG/hosting/ .
Do remember that with self-hosted blogs, you are responsible for all updates, maintenance, backups and troubleshooting.
