Assign category to post

Please help with 2 questions. The tutorials and forum thread are inadequate for me.
One from a blind screenreader user; the other from a staff
1-
I’d need instruction from a blind keyboard user for this:Can you please instruct how to associate CATEGORY & TAG with a POST Step by step using keyboard only?
What I did:
I created a new post, and then went up to click on category to choose a category I’d already created. Then click apply a message said, “No post found”. No category was associated with my post.Try again:
Click all post; select my new post draft;
Go to view all category activate combo box and choose;
Tap out, click filter button, then ‘apply button’
Message: ‘No post found’WHAT IS THE CORRECT WAY TO ASSOCIATE CATEGORY & TAG TO A POST?

Need info from a staff:I created a new page: http://cookrih.wordpress.com/meat-dishes/
In your support/tutorial page it said:
•Display posts on different pages by creating category pages
How do I convert my existing page above into a category page??Please DON’T point me to a support page. Screen shots isn’t much use to a blind keyboard user.

i wish to take out my first question but second question remain:
– how to convert my ‘Meat Dishes’ page into a ‘category page’ that also allow me to add a few new posts with tags to that page later.in other words, the ‘Meat Dishes’ page has several posts created at different times. I don’t want one post per page.
is this possible? -
