  Actually, I activate the Astra plugin to my new website but when I am selecting the import starter plugin but it does not activate the plugin that needs for using starter template of Astra

  To be able to use plugins or custom themes on WordPress.com, you would need plan Business. Since I do not see any upgrades on your account, I think you may be talking about a site hosted elsewhere. What’s the address of the site you’re working on?
