Attachment Display Settings for Images are no long available?

  I used to be able to go to the Media Library and change the default setting of an image to “Link to:” a Media File, Attachment Page, or Custom URL.
  Exactly like it says on this support site:
  Image Settings

  This option is no longer available for me, can someone explain this?
