Attempting to set number of posts per page

Both worpress and the internet, in showing how this is done, say to use menus that I do not have anywhere. They show a black colored box with settings, but I have nothing even close to that anywhere. Its very very difficult to navigate the site and I cannot even find where my home page is, or even how to change it in any way. Can we skip the abuse and just tell me what’s wrong with wordpress that I have to fix or workaround? The link below I’m seeing shows a menu across the top of page, but I have none. I seem to have a version of wordpress that even wordpress has not seen and can’t help me navigate.

Please could you share a screenshot of this? It could be that you’re looking at set up support pages for WordPress.org, not WordPress.com. These are two entirely different sites.
I cannot even find where my home page is, or even how to change it in any way.
Go to My Site > Site > Pages or My Site > WP Admin > Pages > All Pages to find your homepage. Is this not working for you?

To help us find out which version of WordPress you’re using, please share the URL of your site. This will help us work out whether you’re using WordPress.com (which is the site these forums are for) or WordPress.org (if this is the case, as I said before in your post https://wordpress.com/forums/topic/i-cannot-get-anything-to-work-and-nothing-makes-sense/, you’ll need to go to https://wordpress.org/support/forums/.
