Attempting to transfer url and switch to another one

Good day,
I have a 3rd party that is interested in using my current url. I am exploring the option switching my blog to use a different url while reserving the old (current) url for the 3rd party. What is the easiest way to accomplish this?
One of the urls I would like to use is citizen4.wordpress.com. However, it appears to be taken and yet has no content. Is it actually owned by anyone? If yes, no problem, I can find a different url. If it is not owned by anyone alive today, may I take ownership?

@charlesdschultz, that’s embarrassing, very sorry about that. You could add the 3rd party as a user, but it is never a good idea to add additional Admins to your sites as explained in this support document on user roles. If the other admin were to delete the site, then it is gone and there would be nothing you could do about it.
citizen4.wordpress.com is owned. You can attempt to contact the owner of that blog and ask them if they would like to transfer it to you. You can do this by either leaving them a message using a contact form if it exists, or leaving a comment on an existing page or post requesting they contact you.
If you are able to reach the blog owner and they are willing to transfer the blog to you, here are the instructions they can use to do that.
