  ATTRIBUTES is located in NEW PAGES, and not in EDIT PAGES.
  How can I re-order my pages?

  The page editor is ONE screen, no matter if you get to it via Pages > Add New or Pages > Edit. If you’ve got the Attributes module in the one, you’ve got it in the other too.
