Auth App being misused

Our website is being accessed by a webmaster we terminated the contract on due to non-compliance.
I have tried to reset the accesses but he has set the auth code app to his personal device – I have tried to complete the recovery email form but it does not accept any of the transaction IDs or receipt information I put in, and there is no way to ask for further assistance.
I cannot get into the chat function because I can’t access the website and my other access accounts don’t have that level of admin access.
He has set it up in such a way we are not able to access our own website system and he is making changes to our website
Can someone please urgently assist me, I have emailed help@wordpress.com – but I can’t see any other way to contact WordPress
