auto-upgrade & plugin dashboard

I was looking at a friends wordpress dashboard and noticed that they have an option to autoupdate on the top of their dashboard. Also they have a plugin category on the left hand navigation bar. My dashboard has neither of these options. I thought maybe I am running an old version of wordpress. Could this be the case? Why can’t I auto upgrade? I am not the most tech savvy and the manual upgrade looked very confusing :( I do have the upgraded service to my site is fluentinfrolicking.com could that be part of the problem? what happens if I just download the latest version of wordpress from the website?
Any help you have would be great. I have searched the forums but can’t find anything :(

To clear up any confusion, WordPress.com and WordPress.org are two different entities. Please check out the following links to learn the differences.
