Automatic conversion of Arabic characters to Unicode (like this: /% d8% ad% d9)

    Hello.
    My Problem :
    Automatic conversion of Arabic characters to Unicode (like this: /% d8% ad% d9% 88% d8% a7):
    My Specifications
    :
    – The name of my blog is : http://LivresChauds.Wordpress.Com.
    (A cultural and non-profitable blog).
    – My Theme is : Twenty Twelve.
    – In my blog, i publish books, and long posts, in two languages: Arabic and French. The principal language is Arabic.
As I cannot display long texts, I insert the titles of these articles as hyperlinks so that visitors can download them freely.
    – I use a laptop PC Dell. Operating System: Windows Vista family premium. Microsoft office 2010. With its language package.
    Explanation :
    My problem is:
    Automatic conversion of Arabic characters to Unicode (like this: /% d8% ad% d9% 88% d8% a7):
For many months, I can no longer use my blog on WordPress:
    1) Because, when I click on ‘Add a media’, and go to my Library in WordPress, I found that all the titles of my articles (written in Arabic characters) are automatically transformed into Unicode (like this: %d8%ad%d9%88%d8%a7…). Which are non-readable.
    See this following image:
    https://cloudup.com/c9UnfWREtLt
Consequence: I can no longer read the titles of my posts, or distinguish them from each other. And I cannot use theme.
    2) When I insert the title of an article (written in Arabic characters) as a hyperlink, to allow visitors to download it freely, these hyperlinks are automatically transformed into Unicode (like this: %d8%ad%d9%88%d8%a7…). And it is difficult to transform these hyperlinks (by method of ‘Anchor Text’).
Consequence: these hyperlink are non-readable, non-intelligible, and incomprehensible.
    3) I have already indicated this problem to WordPress engineers, on the forum, since about November 24, 2016. But they did not understand me well, or I did not clearly explain the problem.
    4) This automatic transformation of Arabic characters into Unicode has no use, but has three (3) major defects :
    – It has absolutely no use for WordPress.
    – It completely prevents the blogger from using his blog.
    – It does not help the visitors of the blog concerned.
So why does WordPress insist on continuing to use it (although bloggers complain that they cannot use their blogs) ?
If WordPress continues to enforce the automatic transformation of Arabic to Unicode characters (which are unnecessary, and unreadable), does this use of Unicode mean that WordPress wants to block, or expel, or get rid of, bloggers who use the Arabic language, or who come from the Arab countries?
    5) Does WordPress want all bloggers who use the Arabic language to drop WordPress, and go to competitors who provide other blogs ?
    6) This automatic transformation of Arabic characters into Unicode is not necessary for WordPress. The proof is that, during my use of my WordPress blog, between the years 2010 and 2016, this transformation into Unicode did not exist.
    7) Why is the Arabic language automatically converted to Unicode? Why do bloggers using the Arabic language have this problem? Do bloggers using the English language, or Russian, or Chinese, or Brazilian, or Vietnamese, etc, also have this problem?
    8) If this automatic transformation of Arabic characters into Unicode has no useful technical justification, then I wonder if its justification is political.
We users of WordPress blogs, We are not states, economic societies, political parties, or religious sects, but free and independent people who defend democracy, human rights, and the rule of law. We are innocent, neutral, legal, ethical, and anyone, at any time, can translate and check the positive cultural content of the articles we publish.
So please, I ask you to make WordPress as it was before: neutral, democratic, and open to all the citizens of the world; And without this automatic transformation of Arabic characters into Unicode (which hinders bloggers, but serves no purpose).

Thank you very much. With my full respect.
