WordPress.com doesn’t support that tool, so there isn’t a way to integrate it to your site. The instructions you have are probably for a WordPress.org site or a self-hosted WordPress site as we call them. This support page explains the differences:
Things you may try as a work around:1. Add a contact form to your site and download the submissions as a CSV file. This support page explains how to add Contact Forms:

2. Download your followers by email email addresses via the stats page at:
WordPress.com/stats In that page click on Followers and you’ll see the download option.

https://en.support.wordpress.com/followers/Then you’ll be able to import the emails to your Get Response tool.
