  I’d like to insert an Aweber sign up form into WordPress.com right sidebar. Can this be done?

  It depends entirely on what kind of code they use in their sign up forms. We allow most kinds of HTML, however we do block certain code which can be used in a malicious fashion. For a list of the kinds of code which can and cannot be used on our sites, you can refer to this list:
