AXLZNE error

I’m trying to purchase a new domain and annual hosting but I have received the following errors.
AXLZNE and HYMNCA
When I email billing support, I get the same generic email that doesn’t describe what the issue is, so I can’t fix it. Copied below.
“Hi there,
Thank you for reaching out today.
We reserve the right to limit purchases on WordPress.com sites, so payments will not be allowed for this account. Your site is online, and you may use it on our free plan for as long as you’d like without upgrades.
Thank you, ”
I even created a new email account and WordPress.com account, but it still doesn’t work.
I’m in Thailand using a Thai bank Mastercard.
Any advice on what the actual problem is, so that I can correct it, would be greatly appreciated.

Hey there, our forums staff isn’t able to resolve this, but if you haven’t already done this once, please reach out directly to our Payments team for assistance.
Just use the link in your dashboard that says: “Purchases are currently disabled. Please contact us to re-enable purchases.” Your request will reach the right eyes, with the right info. Thank you!

Thanks so much for the advice and prompt response! Unfortunately, I don’t have the “Purchases currently disabled” note in the dashboard, and when I email billing@wordpress I get the generic response email. So I feel a bit stuck. I don’t know how to push the issue forward…
