I’m afraid you can’t on WordPress.com (considering you cannot modify source code).
We could do that with plugins but unfortunately –
Plugins are not allowed on WordPress.com except for the default ones. Source – https://en.support.wordpress.com/?s=plugin

On second thought, I think if you find a theme with inbuilt back to top button, maybe that should do the job :)

You’ll have to use some basic HTML to accomplish this. There are a few ways to go about it, says the internet, but I’ll give you one that I’m able to make work.
You need two parts.
1) You need the link at the bottom of the page to point to…
2) …your hidden link at the top of the pageTo get this to work for you:
1) Type your post as normal in your Visual editor
2) Click over into the HTML viewer. Where you would like the user to return to, use this code:
<a name="top"></a>Where it says top, you can name that whatever you like. You’ll have to match it up with the link at the bottom. Speaking of which:
3) At the bottom of the post, use this code:
<a href="#top">Go to the top of the page</a>– Whatever comes after the # has to match what you named the link at the top of the screen
– ‘Go to the top of the page’ can be whatever text you want.I hope that helps!
