  Hi thebohemianwithin,

  I was checking your theme’s (Twenty Thirteen) features in http://theme.wordpress.com/themes/twentythirteen/ and it does not have the custom background feature. You may want to change to a theme that accommodates the custom background feature so that you can change your background.
