Background Images won't set

  I have tried multiple themes & multiple pictures and all of them allow a background image to set. Unfortunately, it won’t set. I choose the image and it doesn’t even register that I chose it. The rectangle box c continues to display the same thing as before. Even after clicking done and trying to change the various options, nothing happens. Appearance -> Background doesn’t show that an image has been set either.

  Have tried searching for an answer but have found nothing.
