  My paid-for WP blog was down for 6.5 hours today, because my provider’s server was attacked. So I want to create a (free) backup blog in WP. I downloaded a massive file, but I’m not sure where it goes. It ends with xml

  you probably exported the site

  you would import it to a blog here

  since mirror sites are against the TOS – you should set your backup site to “Private” to keep everyone out so it does not look like a mirror to search engines
