At WordPress.com you can’t upload/install third-party plugins or themes ( https://en.support.wordpress.com/plugins/ , https://en.support.wordpress.com/themes/adding-new-themes/ )
Uploading custom plugins is not supported on our service, but if there is one whose features that you feel would benefit users on WordPress.com, then please let us know in the ideas forum! Tell us what plugin you want, where it can be downloaded and most importantly, why you think it should be included on WordPress.com. All of the feedback is read, and we’re collecting the most numerous requests for implementation.
As far as I know BadgeOS is a plugin that needs a self-managed WordPress instance and it can’t be used on WordPress.com.
