Promise made by a blog is not being delivered in a timely manner. How do I lodge a complaint?

What promise and which blog? What is the URL? And, why would WordPress.COM be expected to back the promises that any blogger makes?

Terms of Service complaints are matters that are not discussed on these public support forums that are available to all with internet access. I’m not asking if WordPress is expected to back promises by bloggers, only if there is a mechanism by which a blogger is held accountable to make good on those promises. We do sign a Terms and conditions contract with WordPress, which contains ethics expectations. Thansk for your response.
