NO. WordPress does not ban IPs because folks just move to a new computer.
If you moderate your comments then you can simply delete any you don’t want to post. If you do not moderate your comments then spammers and trolls can post whatever they want directly to your blog. -
It is an all or nothing thing for sure. You either have a public blog or a private one (members only) with wordpress.com. Moderating comments like thistimeisspace has suggested is an option to moderate who can contribute on your site for sure, but viewing would have to be a private blog or “protected” entries with a password.

You can ban comments that use certain words, though. You put those in the box on Options — > Discussion. Their username is a good one, as they are pretty unique.

Will that actually ban the user though as I thought that only parsed the contents of the comment and not the comment poster itself…..? (don’t know as I have never tried it) ;)

Good question. I dunno, never tried it, but I filed it away in my “internet drama toolbox” when it occurred to me.
