  I want to switch my banner to the top of my page and have my menu on the bottom of the banner

  That is the default design of the Twenty Twelve theme you are using. You can only change the position of banner and the menu only if you have purchased the Custom Design upgrade.

  Once you purchased the upgrade, please check the staff thesacredpath ‘s answer on this thread to knwo what custom css to add.
