  Advertising is not permitted on WordPress.com blogs – if you want to use your blog to make money you really need to be using the self hosted version WordPress.org.

  https://en.forums.wordpress.com/tags/adsense which also refers to banner ads. Paid advertising is not allowed except on blogs approved for the VIP program.
