Depends what you mean by banners. If you mean banner ads or advertisements, no.

Wordpress.com non-commercial blogs cannot be used to drive traffic to 3rd party sites and you can confirm this here (Section 2, 5th bullet) http://wordpress.com/tos/But if what you mean is a customized header then some themes do allow for them and the sizes are listed here http://faq.wordpress.com/2006/07/08/which-themes-can-i-add-a-header-image-to/
