When a blog is suspended for violations the issue is not discussed in these public forums. Apparently you are not the blog administrator, but you can contact staff directly when they return on 2 January 2012. One caution: such issues are between the blog owner and the TOS staff so it is unlikely that you will get clarification beyond the fact that the blog has been suspended for violating the WordPress.com TOS.
