"Basic" options after logged in

Hi!
Very silly question from my side…but I can’t handle my first feeling about wordpress.com.
I’ve created my account (free option) and added first blog… but I’m not pritty sure how to manage blog, it’s comments and subscribers.
I only have options: My Blogs, Reader, New Post, Newest likes and comments. So with those options I can create blog, configure it (change theme and re design it slightly) wwrite new posts – but I don’t know how to e.g. delete blogs, manage comments (e.g comments without modoration or not logged users) etc.
I’m reading about dashboards etc…but without options mentioned above I can’t find it

_Users must be registered and logged in to commentNote that the prompt to submit and email address and a website URL will still appear, but providing an email address and logging in are not required, and you cannot change this so the prompt does not appear.
You can post instructions for your visitors in a text widget if you wish to set up anonymous commenting. That’s easy to do. You copy and paste this into a text widget:
Readers: Note that the email address and logging in prompts do appear for comments on this blog, but providing an email address and logging in are not required.
P.S. Do be sure to set up full comment moderation ie. “An administrator must always approve the comment” because anonymous commenting is bound to increase the amount of spam your blog will receive.

You must be logged in under the exact same username account that created a blog to delete the blog. To prevent accidental or inadvertent deletion of blogs, there are multiple warnings given that blog deletion is permanent and irreversible. Lastly, a verification link is sent in an email and must be clicked to delete a blog. If clicking that link does not work then copy and paste it into your upper browser window and click. Perhaps you meant deleting posts or pages rather than deleting blogs.

All of it is elear for me but I don’t understand one thing here (or I missed info in tutorial).
Why in some logging attemption I don’t see settings panel on the left side of page – I don’t have admins option at all. It apeared to me only once.
Any special process? -

Additioanly, sometimes I’m receiving to many redirects error when I’m trying to log to wp-admin page.
When my friend is looging in to his account – he has all dashboard option. I have it only when I will logg after him. Same things occurs after- no dashboard or to many redirects error.
