    If I upgrade to basic, within one month can I change the plan to premium. With the basic can I do affiliate programme

    WordPress.com sites run on either of its 4 plans: Free plan, Personal plan, Premium plan, or Business plan. See the details here: https://wordpress.com/pricing/. You can change the plan at any point in time.

    With the basic can I do affiliate programme

    You can certainly do affiliate marketing on a WordPress.com site running on any of its plan.
