bbPress forum in WordPress?

I am being advised to set up a group discussion forum (we need subject/topic headings) using wordpress, then installing bbPress as a plug-in.
I set up a very simple wordpress site, and now I am (trying to follow the bbPress instructions to install the plugin (here: https://codex.bbpress.org/step-by-step-guide-to-setting-up-a-bbpress-forum/) In WordPress, I got only as far as finding the Dashboard link, but nothing mentioned thereafter about “Plugins”.
The blog I need help with is: (visible only to logged in users)

There is no FTP access and no blogger installed plugin capability on any free hosted WordPress.com blogs.

http://support.wordpress.com/com-vs-org/Plugins are for WordPress.ORG installs. The Codex is for WordPress.ORG installs and you have a WordPress.COM hosted blog so it’s not applicable. The only relevant support docs for WordPress.COM blogs are at http://support.wordpress.COM

One approach is to register a forum on the internet and then create a custom menu in your blog and include a custom link to the forum in it.
