I am interested in eventually having a sponsored blog. Is there an upgrade that can be purchased to keep from violating the TOS or do I need to find a new host for my blog?

I believe you need to run exactly what “sponsored blog” is by Staff for their approval or disapproval, as we Volunteers answering support questions are not in a position to interpret policy and only Staff are in that position. What we are aware of is that that no blogger initiated advertising is allowed on free hosted WordPress.com blogs and posting any for the sale of services or products that you yourself provide or create is a ToS violation.
The advertising exceptions noted in support documentation are for high traffic blogs that qualify for and are accepted into the Ad Control program, soon to be replaced by WordAds and for extremely high traffic blogs that qualify and are accepted into the paid VIP hosting program.
