Before and After Plug In for WordPress.com (Not .Org)

I understand that the before and after plug in is only available with the self-hosted wordpress. However, is there any, I can add that sort of plug in (maybe as a purchase) in wordpress.com?
I don’t want to go the hassle for the wordpress.org as I only need that specific plug-in.

It sounds as though you have already investigated and found that what you want is not available within the WordPress.com plugins.
