  Hello,
  I’m building my website, it seems really easy, but i’m lost at some points.
  I would like to install WPML plugin, but i don’t know how to. I don’t know how to install wordpress on my computer. On the regular dashboard from the site i can’t find plugin tab.
  Is it really necessary to install wordpress on the computer or i can manage plugins also without?

  Your site appears to be http://leonardfurda.com/ which is hosted for free on WordPress.com. Is this correct?

  If that is so, then you do not need to install software anywhere.

  Note that we cannot use plugins on WordPress.com:
  http://en.support.wordpress.com/plugins/

  Also realize that there are different versions of WordPress:
  wp.COM ≠ wp.ORG
  http://en.support.wordpress.com/?s=wp.com+vs+wp.org

  The Premium upgrade does not mean you are hosting your site yourself. You are still hosted here for free, and that means you cannot use plugins.

  Note that we cannot use plugins on WordPress.com:

  You can, sort of:

  Or you can write one blog in German (or language of your choice) and a second blog in English (or other language). Use the same theme for each then link them via custom menu tabs so readers would have a choice about the language they want to read.
