  Hi there, can you ask the old owner to reset the login information, then transfer the account to you?

  Here’s how they can recover access if needed:

  And then they can transfer it like this:

  They could also give you the login information, though if they opt to do that they’ll want to be sure they’ve cleared any payment info first.
