Benefits of Upgraded Account

  I just upgraded to a Premium account, hoping it would let me:
  1. upload themes made for WordPress by third parties; and
  2. install plugins made by third parties.
  It seems like I still can’t do either of those things. What do I need to do to be able to enhance my website with tools (themes and plugins) made by third parties?

  You failed to read the relevant documentation prior to upgrading. This guide will explain how to move your WordPress.com site to another hosting platform: Moving to a Self-Hosted WordPress Site

  Only the WordPress.com Business plan allows use of selected eCommerce plugins from Shopify, Ecwid, and Gumroad.

  Otherwise, blogger installed plugin capability does not exist on WordPress.COM blogs, and there is no upgrade you can purchase here that changes that reality.

  For that type of functionality, you’d need a self-hosted WordPress.ORG software install running on a paid web hosting service.

  WordPress.COM and WordPress.ORG are completely separate and have different username accounts, logins (passwords), features, run different versions of some themes with the same names, and have separate support documentation and separate support forums.   You can hire a web host http://wordpress.org/hosting and move your content into a WordPress.ORG install https://en.support.wordpress.com/moving-to-a-self-hosted-wordpress-site/

  If you don’t have a username account at WordPress.ORG click http://wordpress.org/support/ and register one on the top right-hand corner of the page that opens, so you can post to the support forums there.
