Best method for transferring site to WP/New Host?

I have a blog on blogger and it’s being moved to NameCheap so that I can utilize WordPress. Now, I cant have the website go down while I create the new design.
So is it best to transfer everything over to the NameCheap host and then build the site in a subdirectory? Or can I build the site and then wait until everything is setup before I redirect the DNS to the new hosting service? I dont even know if that’s possible.
I’m worried that I’ll install WP to the new host and it will automatically change the site to the default WP theme.

That Blogger site is not hosted by WordPress.COM and we do not provide support for wordpress.ORG software installs here at WordPress.COM. Our support docs do not apply to it and you are posting to the wrong support forum.
WordPress.COM and WordPress.ORG are completely separate and have different username accounts, logins, features, run different versions of some themes with the same names, and have separate support documentation and separate support forums. If you don’t have a username account at WordPress.ORG and need support for that site in the future and if you do not have a WordPress.ORG account, then click http://wordpress.org/support/ and register one on the top right hand corner of the page that opens, so you can post to the support forums there.
